The Social Development Commission (SDC) has served as the only Community Action Agency for Milwaukee County,
and the largest of the 18 members of the state's WISCAP organization. Nationwide, Community Action Agencies work
to improve the lives of low-income residents in their community. All (Community Action Programs) CAP agencies
belong to the National Community Action Partnership created in the 1960s to fight the War on Poverty.

The SDC works to move low-income residents out of poverty by Providing Pathways from Poverty to Success.
