Improving quality of life means taking care of your health. The Social Development Commission (SDC) wants to help the community get the benefits they need to live a healthy life.
SDC’s benefits enrollment program provides one less thing for our community to worry about. We will help you apply for the benefits that are available to you.

Marketplace Insurance Navigator Assistance
Health insurance can be complicated. SDC’s Navigators help Milwaukee County residents understand and obtain marketplace health insurance as well as BadgerCare, Medicaid and Medicare.
To further assist with healthcare needs, the Social Development Commission (SDC) offers the Prescription Advocacy and Referral Service (PARS). This program helps clients submit required paperwork and documentation to pharmaceutical companies that offer discounted prescription assistance.
BadgerCare Plus is a healthcare coverage program for low-income Wisconsin residents.
The health of low-income residents and those experiencing poverty often suffers when you are struggling to afford housing, food, or child care. Doctor visits and treatment can be expensive and often fall to the wayside of priorities.
Healthcare programs like BadgerCare Plus aid in providing low-cost coverage to eligible Wisconsin residents. Learn more about BadgerCare Plus.
SDC’s Navigators can assist you with applying for Medicaid. Medicaid provides health coverage to millions of eligible low-income residents of all ages. If you or your family would like to enroll for Medicaid, submit an inquiry form below.

The Medicare Savings Program may help you save on Medicare Premiums. If your Gross Monthly Income is at or below 2022 Federal Poverty Guidelines, you may qualify.
SDC can help you apply, but the application process typically takes 60 to 90 days to approve a customer. The program may also put up to 3 months of income back into the Social Security check. For more information, visit the Medicare Savings website.

- One Person – $1,528
- Two Person – $2,059
- One Person Assets – $8,400
- Two Person Assets – $12,600

FoodShare
FoodShare Wisconsin was created to help stop hunger and to improve nutrition and health. If you have limited funds, FoodShare provides a Quest Card to help you purchase groceries each month.
Each month, people across Wisconsin get help from FoodShare. They are people of all ages who may have a job but have low-incomes, are living on small or fixed income, have lost their job, and are retired or disabled and not able to work.
To be eligible for the FoodShare Wisconsin program, you must be a resident of the state of Wisconsin and meet one of the following requirements:
- Have a current bank balance (savings and checking combined) under $2,001
OR - Have a current bank balance (savings and checking combined) under $3,001 who share their household with one of the following:
- A person or persons age 60 and over OR
- A person with a disability (a child, your spouse, a parent, or yourself).

Prescription Advocacy & Referral Service
Prescription Medication Assistance
If you are struggling to pay for prescription medication, SDC may be able to help. The Prescription Advocacy & Referral Service (PARS) program is a prescription medication assistance program. PARS guides patients through the application process and helps them to more easily receive prescription medications. PARS is a free service provided to income-eligible clients. Through PARS, SDC can assist you in receiving free or low-cost prescription medications.
