Weatherization, Rehab, and Asset Preservation Partnership Program (WRAP)
Program Description
The purpose of the WRAP program is to help eligible homeowners in target area to preserve a value of their homes, to reduce homeowner costs, and make them more energy efficient.
Eligibility
- Homeowner of owner occupied units
- Income level of 250% of Federal Poverty Guidelines of less.
- Home must be located in target area: between South 13th Street, South 21st Street, W. Mineral Street and W. Burnham Street
- Wiling participant

Q. What services do you offer?
Lower Energy Bill:
You can find the ways to lower your energy bills by taking a tour of our Energy House.
Intensive Case Management:
Resources for social service programs such as health insurance, job skills training, ESL, and food stamps.
Weatherization/Home Rehab:
Access to loans and grants to provide energy efficiency upgrades such as insulation and furnace and water heater repair/replacement and other health, safety and security improvements.
Evaluating homeowner costs:
We will help you to evaluate mortgages, homeowners insurance, and property taxes to find ways to lower these costs.
Q. What do I need to bring in for intake application?
Proof of income for all members of household
SS Cards for all members of household
Current energy bill
Copy of the most recent monthly mortgage statement
Copy of homeowners insurance
Property Tax Bill
Q. Do I need to pay for the weatherization services provided?
A. WRAP provides free of charge services for eligible households.
Q. I am not energy assistance recipient, can I get WRAP weatherization services?
A. You can get weatherization services through Targeted Home Performance Program by contributing 10% towards the costs of the services provided.
Q. My roofs leaks, can WRAP help me?
A. All WRAP participants will receive a holistic assessment of individual household needs, and accordingly integrated services case management referrals to both SDC departments and needs-based services at other community agencies. All WRAP participants will receive a complete housing unit assessment to identify needs for energy system repair or replacement, housing unit rehabilitation, and weatherization. The result of these assessments, in this particular case, will be referral to NIP program and/or REACh program to address rehab issues of your house.
