Residential Energy Assistance Challenge (REACh) Program
Program Description
The REACh is State funded program designed to assist vulnerable renter and homeowner households in zip codes 53204 and 53215 to decrease energy consumption and to minimize energy-related health and safety risks.

Proof of income for all residents
Tax Returns from previous year
Pay Stubs for previous three months

Lease/Statement from Landlord stating the energy costs are
included in the rent
Copy of most recent renter’s insurance bill (if any)
Owner Occupants
Copy of most recent statement for all mortgages and home
equity lines of credit
Most recent homeowner’s insurance bill

Services provided
We assist and advocate in timely payment of bills and participation in WE sponsored forgiveness program.
Energy Efficiency Education Services Plan assists in decreasing energy consumption through hands-on instruction and visual examples provided within the Energy House.
Financial Literacy focuses on improving the net worth of household over the extended period of time to improve chances of client household to protect their health and safety.
Rehabilitation prior to weatherization is provided to decrease energy consumption.
Assistance in building assets is provided to increase income and minimize household cash expenditures.

Q. If I qualify for Energy Assistance, do I qualify for REACh?
A. If you qualify for Energy Assistance, you are automatically income qualified for REACh Program.
Q. What is vulnerable household?
A. Vulnerable household is a household with young children, (and/or) individuals with disabilities, (and/or) frail older individuals.
Q. What does rehabilitation of the home include?
A. Rehabilitation services often include lead abatement, structural modifications or upgrades to accommodate insulation, venting, roof repair, and installation of energy saving systems or ordered corrections.
Q. What assets building services include?
A. Our goal is to increase your income through receipt of tax credits using SDC free tax preparation services and online filing. Renters will learn basics of home buying process, including type of home they can afford, increasing income through tax credits, deductions, and energy savings. Referrals for pre-qualification for home mortgages are available.
Q. How do you determine the amount to which household will receive services?
A. All participants will receive a holistic assessment of individual household needs, and accordingly integrated services case management referrals to both SDC departments and needs-based services at other community agencies. All participants will receive a complete housing unit assessment to identify needs for energy system repair or replacement, housing unit rehabilitation, and weatherization - especially as they relate to household health and/or safety. The results of these assessments will determine the amount of REACh benefits.
