Many low-income homeowners cannot afford to maintain their homes, repair building code violations or address building health or safety issues. While SDC weatherization and energy assistance programs help low income families to conserve discretionary income, such programs do not include home repair activities. Low income homeowners who cannot afford to address the construction limitations of their houses face major devaluation of their largest family asset, their home..

SDC’s NIP Program serves 13 income-eligible, homeowner occupied, City of Milwaukee CDBG Area resident families needing significant home improvement as evidenced by municipal building code violations, or needing lead hazard reduction, and/or having health and safety concerns.

In order to maximize the impact of this program, most clients are drawn from lists of households who are also eligible for receiving state and local Energy Assistance program services, and/or City of Milwaukee Weatherization program services.

SDC hires and coordinates building subcontractors who provide moderate home rehabilitations in such areas as electrical or plumbing systems, carpentry, masonry work, etc. Households receiving these home improvements are also offered the full range of other SDC services.

Eligibility

1. Own and occupy the home for the past five years.
2. Live within a near north side and near south side target area. E-W: 1st Street to 35th Street. N-S: Viliet to Becher.
3. Property must be a single family or duplex.
4. Current with, or installment payments for property taxes, mortgage, homeowner's insurance, and utility payments.
5. No Chapter 13 bankruptcy in the last 6 months, nor a Chapter 7 bankruptcy discharged less than one year ago.
6. Household income at maximum of 60% of the County Median Income.
