Dave Celata

Dave currently manages the Intergovernmental Affairs & Research Division at the Social Development Commission, the Community Action Agency for Milwaukee County.  He oversees several advocacy and engagement efforts at the agency including studying poverty and related issues from a community based perspective, conducting community needs assessments, providing technical assistance to internal programs and community initiatives, hosting public policy events, and spearheading internal data collection and reporting.  He has presented at several local, regional, and national conferences on poverty issues and has worked in the areas of sustainable economic development, affordable housing, structural racism, data analysis, and regional planning.  He holds a B.A. in Political Philosophy from George Washington University and an M.A. in Public Policy & Administration from the University of Massachusetts with a specialization in economic development.  

 

Steve Schultz

Steve currently serves as a Policy Analyst and has been with the SDC for over 10 years.  His experience includes conducting community needs assessments, internal data collection and reporting, survey design and administration, demography, GIS analysis, grant writing, and resource development.  His policy interests are in the areas of homelessness, special needs housing, early childhood development, poverty, mental health, and alcohol & other drug abuse.  Steve holds a B.A. in Sociology from the University of Wisconsin, a M.A. in Sociology from the University of Wisconsin – Milwaukee, and a M.S.W. from the University of Wisconsin – Milwaukee.  

 

Curtis Poole

Curtis currently oversees SDC client data and provides technical assistance to program directors and managers regarding process improvements to the data entry system. He has several years experience in quality assurance and training, most recently with United Healthcare where he worked with Subject Matter Experts and business partners to ensure standardization and quality to policies and procedures.  He has expertise in conducting quality analysis and procedure development.  Curtis holds a Bachelors Degree in Business Administration from Cardinal Stritch University.  

 

Lorna J. Dilley

Lorna started at SDC as a Policy Analyst in February 2011. She has over 15 years of academic and community-based social research experience in both quantitative and qualitative methods. Her areas of study have included poverty, welfare reform, and low-income neighborhoods. Most recently, she has honed her applied research skills through her work on numerous evaluation projects in the field of creative aging. Lorna holds a B.A. in Sociology from Xavier University, a M.A. in Sociology from Kent State University, and a PhD in Urban Studies / Sociology from the University of Wisconsin-Milwaukee.
