On February 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act (ARRA). The Act, often referred to simply as ‘the Recovery Act’, was a direct response to the dismal health of the American economy. There are three primary goals of ARRA:

1.    Create new jobs and save existing ones;
2.    Spur economic activity and invest in long-term growth;
3.    Foster unprecedented levels of accountability and transparency in government spending.

The Recovery Act, which included tax cuts and spending provisions, was nominally valued at approximately $787 billion. Funds were allocated between different issue areas and bureaus, including a $978.3 million allocation for state entities eligible to receive and distribute Community Services Block Grant (CSBG) funds to Community Action Agencies. The Social Development Commission (SDC), Milwaukee County’s Community Action Agency since 1964, received $3,384,260 in CSBG ARRA funds from the State of Wisconsin Department of Children and Families. The SDC began spending CSBG ARRA funds in early Fall 2009 with a majority of programs beginning in the late months of 2009. The SDC is committed to spending ARRA funds efficiently, effectively, and transparently. Reports are provided here to showcase this commitment. A final comprehensive report will be available November 1, 2010.

As spending gets underway, the SDC communicates progress and special updates to CSBG ARRA community partners and other stakeholders via Action Reports.

WI Department of Children & Families Quarterly Reports

The SDC reports on all CSBG ARRA activities quarterly to the Wisconsin Department of Children and Families (DCF). The DCF then provides a collective report of all 17 agencies receiving CSBG ARRA funds and the activities that have taken place. Information is provided here at Recovery.gov that shows where CSBG ARRA funds are going in Wisconsin.

WISCAP Quarterly Reports

The SDC provides an additional indicators report to the Wisconsin Community Action Partnership (WISCAP). Information provided here is cumulative. WISCAP collects quarterly reports from community action agencies statewide and provides a comprehensive report of CSBG ARRA activities.
